Are Escorts Legal in Rotterdam?

Rotterdam doesn’t do red-light theatre the way Amsterdam does. There are no canal-side windows and no tour groups gawking through the drizzle. Here the trade lives mostly online and behind unmarked doors, so the law that governs it matters more, not less: you can’t just look at a glowing window and know you’re on solid ground. Here’s how it actually works.

The Law in Plain Dutch

Sex work has been legal in the Netherlands since October 2000, when the national ban on brothels was lifted (the Wet opheffing algemeen bordeelverbod). It’s treated as legitimate labour: sex workers can register with the Chamber of Commerce (KVK), pay income tax and, in theory, access the same labour protections as anyone else. What the national law didn’t do was hand down one uniform rulebook. Municipalities regulate the practical side through their own Algemene Plaatselijke Verordening (APV), and Rotterdam’s version is stricter than you might expect for a port city with this reputation. Any business that facilitates paid sex (a club, a private house working as a brothel, an escort agency) needs an exploitatievergunning (operating licence) from the gemeente. Owners go through a Bibob integrity screening, a legal check designed to keep organised crime and trafficking money out of the industry. No licence, no legal operation. Full stop.

Agency or Independent: Two Different Animals

This is the distinction almost every visitor misses, and it matters most when you’re scrolling a booking site at midnight. A licensed escort agency in Rotterdam operates under that same municipal permit system: registered office, vetted management, workers who are there by choice and of legal age. An independent escort (a zelfstandig werkende sekswerker) generally doesn’t need a brothel licence. They’re a self-employed professional advertising their own services, registered with the KVK like a freelance photographer or plumber. Both routes are legal. The problem is that an “escort site” lumps licensed agencies, genuine independents and, occasionally, badly disguised trafficking operations onto the same scrolling grid, and only the first two deserve your money. A quick, sensible habit: agencies should be able to name their gemeente registration without hesitation. Independents should have a consistent, verifiable online presence (same photos, same name, reviews over time), not a brand-new profile with stock-photo gloss and a dozen “different” women behind one phone number.

What the Adverts Don’t Tell You

Many of the well-known Dutch platforms, the sites you’ll find if you search “escort Rotterdam”, now apply a minimum advertised age of 21 under their own rules, even though the national legal minimum for sex work remains 18. That came out of pressure from the government and anti-trafficking organisations while a formal national law (the long-delayed Wet regulering sekswerk) works its way through parliament. Treat any ad showing someone who looks younger, or any refusal to answer a direct question about age, as a hard no. Rates in Rotterdam for independent escorts typically run roughly €150–250 per hour, depending on experience, service, and whether it’s an incall (their space) or outcall (yours, usually with a taxi or travel surcharge added). Agency rates can run higher once the agency’s cut is factored in. Deposits by bank transfer or Tikkie to confirm a booking are common and not a scam in themselves. What should worry you is being pushed toward untraceable payment methods, cash-only in advance with no address given until the last minute, or being told the person you’ll meet “might not be the one in the photos”. Genuine professionals protect their own safety with exactly the instincts you should be using to protect yours.

Where It Happens

Rotterdam once had a legal street-prostitution zone, the tippelzone on Keileweg near the Merwe-Vierhavens docklands. The city closed it years ago as the area was redeveloped and concerns grew about safety and control. There’s no equivalent today, and anyone directing you to “the street” for this is either out of date or lying. Katendrecht, the old sailors’ quarter across the Erasmusbrug, had window brothels well into the 2000s. They’re gone now, folded into the restaurants and design studios that rebuilt the peninsula. What remains is licensed club operations tucked into industrial edges like Spaanse Polder and Charloisse Poort, plus a scattered, low-visibility world of private apartments near Kruisplein, Weena and the West Kruiskade nightlife strip, working entirely by appointment through escort sites and agency bookings. This is by design. Rotterdam prefers its adult industry indoors, licensed and unremarkable from the street, which suits the professionals fine and should suit you too.
